Liong Chuan joined the Public Utilities Board in 1975 and has more than 43 years of working experience in the electricity and gas industries. He was appointed as the SP Group BCM Coordinator and SP Group Emergency Planning Officer. He is a Certified Business Continuity Professional (CBCP) & Certified BCM Instructor of the Disaster Recovery Institute (USA).
He is a strong advocate in standards, has been a key driver of the work in the Technical Committee under the Singapore Standards Council. His leadership led to the successful completion of the national and international BCM standards which benefited the business communities in improving business resilience. He currently chairs the SPRING/ES’s Technical Committee on Enabling Processes and also the convenor of the Working Group on BCM. He is also a member of the Quality and Safety Standards Committee. He has been conducting training and sharing programmes to support the National BCM Programme since 2008.
Liong Chuan has been representing SPRING/ES to develop new BCM related ISO Standards since 2007. ISO standards published so far include:
- ISO/IEC 27031:2011 Guidelines for information and communication technology readiness for business continuity
- ISO 22301:2012 BCM Systems – Requirements
- ISO 22313:2012 BCM Systems – Guidance
He received the Distinguished Partner Award from SPRING (2013). He also received the Service to Education Awards, MOE (2002 & 2007), National Servicemen of the Year Award, HQ 3rd Div, SAF (1995) and Top Award for the PUB Best Research Project (1991).
